The growth and development of human civilizations has always centered around access to water. Yet, decisions regarding water have too often been made without reference from the spatial planning for an area. This paper discusses infrastructural planning and development for transport, hydraulic works and all utility and infrastructural systems; the relationship between sectoral and regional planning in Spain and its traditional difficulties; as well as, the evolution of hydrological sectoral planning and how to improve the integration of hydrological and territorial planning in general.
